For read only or external users to take part in collaboration or ask questions we have a ‘Suggest editing’ feature. It can be found in the reader mode of Perfect Wiki:
It allows to add suggestions/questions/comments to any page at any time. All admin and editors of the knowledge base receive the notification about the comment, so they can review it.
